What the role is

  • The People & Culture team attracts, develops, engages, and retains human capital so that they can effectively support NCSS's mission and purpose.

We are looking for a motivated and result-oriented team player, who has the resilience and patience; to drive developmental projects to their specified outcomes.

You will be part of the Culture & People Experience (CPE) team and be involved in learning, career and leadership development to enhance employee experience and drive culture.

You will work with Senior Assistant Director, Culture & People Experience in the following areas


  • Drive leadership development to develop all levels of leaders to NCSS to be better supervisors. This includes using diagnostic tools, Public Service wide milestone programmes, 360 feedback, coaching, partnering external stakeholders to curate and deliver leadership programmes etc
  • Manage the talent management effort of NCSS. You will develop and implement talent management strategies to develop high potential talent and various groups of officers, such as career pathways, job rotation, succession planning
  • Use people analytics to understand organisation health and drive employee engagement efforts. This includes administering regular Public Service wide Employee Engagement surveys, regular dipsticks and engagement sessions with management for effective ground sensing and partnerinh with stakeholders to address root causes and close gaps
  • Plan, design and implement engagement activities, such as Townhalls, mgt engagement sessions with staff
  • Opportunities to be involved in cross-team projects to understand NCSS's work, and development of new skills/knowledge

  • You have a heart for people development and enjoy engaging officers and helping them to develop their career.
  • You should be able to work independently and also effectively in teams, be comfortable interacting and working with both junior and senior members of NCSS

Skills & Knowledge:

  • Communication Skills (Written & Spoken). Able to curate and create meaningful content from the audience perspective for effective communications
  • Basic data literacy and able to be comfortable with analysing spreadsheets and dashboards
  • Proficient in Microsoft Office
  • Familiarity with Workdays will be an advantage
