Our Wholesale Banking business is present and active in 11 major economies in the APAC, namely Australia, China, Hong Kong SAR, India, Indonesia, Japan, Philippines, Singapore, South Korea, Taiwan and Vietnam.

We began operating in Singapore in 1987 where we host the regional APAC headquarters. With over 600 staff, we are the largest wholesale banking branch in APAC.

Your Role
The Regional Head of Finance has the dual role acting as the Singapore Chief Financial Officer (CFO).


As Regional Head of Finance, you will oversee the ING APAC WB Finance function comprising management accounting & advice, financial and regulatory reporting, controls and finance change teams, with team size of more than 20 members.

Your focus will be on the execution of the regional financial strategy, implementing a strong digital agenda through the focus on innovation and pro-actively providing finance insights and support to senior business stakeholders.


As Singapore CFO, you will have a statutory responsibilities to MAS (the central bank and financial regulatory authority of Singapore) for all finance matters and play a key role to external auditors.

You will also be a member of the Singapore Management Committee, Singapore ALCO (Asset Liability Committee) and Singapore NFRC (Non Financial Risk Committee).

You are result-oriented and have sound knowledge and experience in the Financial sector. You excel at developing teams and individuals.

At the same time, you are detail orientated and capable of approaching issues from analytical and strategic perspective and then defining concrete solutions that are practical to implement.

You are independent, like to work on multiple tasks and can pro-actively manage multiple stakeholders.


Your most important tasks will include:

  • Develop and implement a robust finance strategy and functional plan to deliver effective financial operations across all businesses and functions in the company.
  • Develop a team of business partners to work with business stakeholders:
  • Forecast, control, and continuously optimize financial performance, by providing timely, accurate and relevant business intelligence and decision support.
  • Responsible for challenging the WB and on its results, budgets & forecasts and providing advice to enable the business to consistently deliver results.
  • Responsibility for the WB Dynamic Plan, Rolling Forecast and various financial projections.
  • Implement robust cost control frameworks with the bank.
  • Build within the team technical accounting expertise, oversea regional accounting policy and implement ESG reporting initiatives across APAC
  • Help safeguard the bank, support internal control of the bank with focus on efficiency and effectiveness of operations, reliability of financial reporting, compliance with applicable laws and regulations, and safeguarding the assets of the organization.
  • Drive finance innovation projects and accelerate the team's digital transformation with the goal to standardize and streamline finance processes, and improve efficiency and quality of information distributed across APAC. Your team will also oversee the successful GBS decommission project across APAC.
  • Lead and develop team members and ensure succession plans are in place to ensure career development and continuity of the services provided by the teams. Drive the further development of the APAC Finance Function and its talent such that this function will be recognized as the benchmark of a high performing team in Finance globally.

Who are we looking for, your profile & competencies:

In addition, you are and have:

  • Qualified Accountant (CIMA, ACCA, ACA) with financial services experience.
  • Significant technical accounting and reporting experience with excellent analytical and interpretive ability. Product and accounting knowledge of financial markets products (Derivatives) and wholesale banking lending and trade finance products is preferred
  • Proven collaboration skills, capability of dealing with multiple stakeholders and business units across the region.
  • Able to build strong relationships based on trust with peers and team members.
  • Team leader with proven track record of developing and building Finance capability in complex organisations. Able to motivate and engage people.
  • Resilient and experience working in a testing/high growth environment.
