    Summary

    The incumbent serves as a Compliance and Enforcement Program Manager within Aircraft Certification Services. This position plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager, other experienced professional.

    Duties

    Responsible for managing, executing, and overseeing the Division's compliance and enforcement program, providing expertise and guidance of best practices, supporting processes to be effective, and reviewing, coordinating, tracking and communicating compliance and legal enforcement actions and activity.

    The incumbent applies technical subject matter expertise of compliance and enforcement and knowledge of FAA aviation safety regulations, policies and objectives to identify, define and organize work for multiple work activities. Applies knowledge of Title 14, Code of Federal Regulations and related policy as it applies to certification, production, and continued operational safety of aeronautical products, including delegation and system oversight. Applies experience and comprehensive technical knowledge of the compliance and enforcement processes and compliance promoting techniques to perform multiple and varying complex work assignments under minimal direction. The incumbent interjects awareness of risks, as needed, to management for management to ensure timely and justifiable actions on potentially significant risks and escalates issues accordingly.

    Assignments require knowledge and experience working across functional and/or organizational lines and requires coordination of activities across the division. Organizes and leads multi-disciplinary teams to address compliance issues. Works with subject matter experts and facilitates organizational consensus. Demonstrates flexibility and leadership skills, encourages cooperation and joint efforts of stakeholders. Advocate and negotiate with individuals and groups internally and externally to resolve complex problems and arrive at a common understanding of issues. Assignments may include serving as a single point of contact (POC) for the division on high profile issues which includes serving as the liaison with other AIR and AVS organizations assigned to the issue. Communication concerns, resolve conflict and difficult situations tactfully.

    Supports the organization and management of the Division's compliance and enforcement activities, including compliance and legal actions. Provides guidance and informal training to AIR personnel on their responsibilities to the compliance and enforcement processes. Promotes best practices, use of data to inform decisions, and contributes to efforts to improving compliance and enforcement processes and systems. Draws on experience to solve unusual problems and may recommend alternatives, changes, revisions, etc. to assigned program processes, policies and regulations to eliminate program risks and improve the efficiency and effectiveness of the program's performance. Coordinates within and across Divisions and keeps management informed of activities and risk as needed.

    Works independently and has broad discretion to facilitate alignment with organizational objectives and policies and to develop new and innovative approaches. As a technical subject matter expert, the final work activities are reviewed for success in achieving planned results. The work activities impact directly on the objectives of one or more LOB's/SO's, the objectives of the FAA, and affects the global aviation and aerospace industries and other external parties.

    All duties are performed with a high level of proficiency in the understanding of the link compliance and enforcement with safety to the National Airspace. Additionally, may prepare communications appropriate for high level officials within the FAA and outside parties.
