Duties:


As a Contract Specialist, you will:

  • Serve as a senior level contract specialist for major acquisitions supporting a branch within the BEP's Office of the Chief Procurement Officer.
  • Handle complex, sophisticated and sensitive acquisitions, requiring an indepth knowledge of contracting rules, regulations and procedures.
  • Represent the organization in negotiations with leaders, both within and outside the Department of Treasury and Government in general and interact with representatives at the highest levels.
  • Perform the full range of preaward and postaward acquisition activities.
  • Work jointly with a multitude of personnel (e.g. Program, Office of Financial Management, Office of General Counsel, etc.) and provide expert leadership to the Acquisition Team.

Specialized Experience for the GS-13:For the GS-13 you must have at least 1 year of experience at or equivalent to the GS-12 level that has equipped you with the specific knowledge, skills and abilities to successfully perform in this position.


Specialized experience is defined as**:

Planning, organizing, and carrying out all phases of an acquisition related to the procurement of supplies and services in support of an operational mission;

AND:

-
Executing contractual agreements;

AND:

-
Purchasing or administering services in accordance with procurement laws, regulations and processes


AND:

Planning and conducting negations.

Selective Factor:

Employment is contingent upon one's ability to maintain an active FAC-C Level II, FAC-C (Professional), or DAWIA (Defense Acquisition Workforce Improvement Act) certification.

If selected, you will be required to submit a copy of your active FAC-C Level II, FAC-C (Professional), or DAWIA (Defense Acquisition Workforce Improvement Act) certification.



Specialized Experience for the GS-12: For the GS-12 you must have at least 1 year of experience at or equivalent to the GS-11 level that has equipped you with the specific knowledge, skills and abilities to successfully perform in this position.


Specialized experience is defined as**:

  • Planning, organizing, and carrying out all phases of an acquisition related to the procurement of supplies and services in support of an operational mission;

AND***:

  • Purchasing or administering services in accordance with procurement laws, regulations and processes.

AND***:

  • Executing contractual agreements.**
    Education:
    Education Requirements:
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency.

Individual Occupational Requirement for GS-13:


In order to qualify, you must meet the requirements outlined in A and B.

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4 years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

AND

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions:

Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000.

This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.

However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.
