What the role is

  • The Early Childhood Development Agency (ECDA) serves as the regulatory and developmental authority for the early childhood (EC) sector in Singapore, overseeing key aspects of children's development below the age of 7 in early childhood development centres (i.e. kindergartens and childcare centres). ECDA is jointly overseen by the Ministry of Education (MOE) and the Ministry of Social and Family Development (MSF) and is hosted under MSF.

The Regulation and Licensing department is responsible for the licensing and regulation of early childhood development centres to ensure standards of care and education to children, in accordance with the Early Childhood Development Centres Act and Regulations.

This involves licensing new and existing centres, regulating centres to ensure their compliance with the regulatory requirements and taking enforcement actions against licensees for non-compliances, investigating incidents and feedback, and responding to feedback on the requirements for centres and their service delivery.

The department also spearheads initiatives to review regulatory policies and processes for relevance and effectiveness to the early childhood sector.


What you will be working on

  • This is an operationspolicy and planning role, where you will be involved in reviewing and operationalising policies related to regulatory and emergency preparedness matters.
You will be involved in the following key areas:

  • Regulation of Early Childhood Development Centres in Singapore to ensure compliance with the Early Childhood Development Centres Act and Regulations. This will include monitoring of centres to ensure compliance and providing guidance to centres, parents, and members of public.
  • Engage preschool operators, government agencies and other stakeholders to cocreate, implement, and review operational policies related to the regulation of preschools in Singapore. This also involves transforming work processes to improve the operational readiness of processes and systems that will contribute to the effective implementation of the policies.
  • Conduct data collection, analysis and dashboards related to the regulation of preschools to support policy planning and operational decisionmaking.
  • Involved in emergency preparedness plans for preschools.
  • Support communications (e.g., drafting of circulars, media responses) to various stakeholders.

What we are looking for

  • At least 23 years' experience in operations policy and/or regulatory work.
  • Strong analytical ability and comfortable working with data.
  • Strong written and communication skills to present views clearly and persuasively.
  • Systematic, good attention to details, and manages timelines well.
  • Good teamplayer with wellrounded interpersonal skills to work across teams and with diverse stakeholders (public and private sector).
  • Able to work independently in a fastpaced environment.
  • Have problem solving skills to respond to complex situations and/or resolve conflicts between different parties.
