As part of the RPG family, the Probation and Community Rehabilitation Service (PCRS) is responsible for the effective rehabilitation of offenders on community-based orders with maximum participation of their families and the community.

Through individual and family sessions and inter-agency collaborations, we deliver targeted interventions to steer probationers away from offending behaviours and lead socially responsible lives.

What you will be working on

  • The jobholder manage databases of Integrated Service Providers (ISP), oversee evaluation of its programmes, and provide data and evaluation insights to inform its policy and governanace, service planning, and operational needs.
1) Conduct programme evaluation and/or research to inform best practices in order to strengthen and improve programming, interventions and policy directions.

  • Conceptualise, frame research and programme evaluation in line with key issues and manage its implementation.
  • Employ data analysis tools and concepts of probability and statistics to analyse information and data effectively to produce insightful inferences to research and programme evaluation objectives.
  • Establish dissemination plan for research and programme evaluation to reach partners and stakeholders.
2) Ensure high quality in data sets to be used in the analysis work to inform programming and interventions.

  • Design and develop data collection plans on structured data.
  • Develop data cleaning strategy to reduce data inaccuracies.
  • Perform analysis on data using uptodate data or statistical analysis tools (e.g., Tableau, Excel, R, Python) and techniques to obtain insights, identify potential areas to deepdive into.
  • Relate the insights, trends, patterns and outliers derived from the data exploration on an ongoing basis, so as to better support evidencebased decisions.
  • Design and develop visualisation charts, tables and graphs to facilitate derivation of insights from underlying data by the users.

What we are looking for

  • Prior experience or background of at least 2 years in Statistics, Research and/or Programme evaluation is preferred.
  • Able to understand data system structures (e.g., CMS platforms).
  • Knowledge and highly proficient in at least 1 statistical analysis software e.g SPSS, R, and other Statistical Analysis software for Social Sciences to run data analysis.
  • Knowledge of social policy work, including strategic and tactical considerations in policy and programme development is preferred.
  • Knowledge of direct practice (social work, psychology, counselling) to interpret case files meaningfully is preferred.
