Description
Oversees the assigned project procurement activities in order to meet time schedule with cost control

  • Assigns the packages to various buyers and monitor the package from Request For Quotation (RFQ) till issuance of Purchase Order (PO)
  • Coordinates and resolve potential engineering related procurement items with in house engineers and Project Management Team (PMT) to achieve order timing with budgeted amount
  • Negotiation with potential/shortlisted suppliers for contract prices, contract arrangements, delivery and payment terms to achieve the best possible commercial advantage
  • Comprehensive sourcing for better local/overseas suppliers in terms of price and technology, analysis of proposals and vendor selection (prenegotiation stage)
  • Administration of contracts and purchase orders, followup by aggressive expediting/monitoring of vendor's delivery progress of materials ordered to ensure timely completion of project without any late charges incurred
  • Continuous product knowledge improvement by discussion with technical sales engineers on new, innovative technology, product specifications and attending trade exhibits, invitations and circulars
  • Close coordination with user departments to identify purchase needs and resolution of project/quality problems e.g. Nonconformance report (NCR)
  • Maintenance and control of purchasing records and documents in compliance with ISO 9001 Purchasing system
  • Prepares and submit weekly procurement report to Client
  • Attends weekly meeting with clients to discuss procurement plan, expediting plan, area concerns and mitigation measures to meet time schedules
  • Monitors shipping deliveries and ensure the vendor deliverables are arrived in time and payment made accordingly to vendor.
  • Plans and oversee various overseas vendors' delivery by deploying in house expeditors and third party expeditors if necessary
  • Promotes and maintain sound relationship with vendors

Requirement

  • Degree/Diploma in Engineering from recognized institutions
  • Min. 15 years of related working experience.
  • Minimum 5 years as a procurement manager within a project environment
  • Considerable knowledge of contract law and purchasing terms, including legal/financial aspects
  • Good knowledge of PC operations and software
  • Technical competency and negotiation skills with cost conscious
  • Manages suppliers, cost, quality, and delivery performance
  • Sound product knowledge and effective communication of product requirements to suppliers
  • Maintains and promote sound relationships with suppliers
  • Should possess strong interpersonal and presentation skills for communication at all levels and across all functions
  • Result oriented, honesty, integrity with good purchasing ethics, able to work well with all levels of people and in teams, innovative, a sense of urgency, good communication skills, technically inclined, detailed, proactive, goaloriented, independent, motivated.
