What the role is

  • You will be part of the team in the People's Association (PA) Communications Group that will drive the growth of communications capabilities in PA. You have about 5 years of experience in a Human Resource Development related position and have good employee engagement skills. As the Head, you will support the Assistant Director to design and implement processes, performance systems, competency mapping and learning programmes for PA officers, grassroots leaders, and volunteers with communicationsrelated roles. You will collaborate with stakeholders to assess and determine the training needs of communications staff and volunteers. You will be involved in curriculum building and development of resources needed to build their competencies in communications. You will also coordinate between various PA divisions, industry practitioners, and training providers to deliver learning initiatives, evaluate their effectiveness and improve curriculum design to meet the intended learning outcomes.

What you will be working on

  • Key duties and responsibilities that need to be performed to meet the primary objective of the job. This will include the important result areas (what) along with the rationale (why).
Work with the team to engage relevant PA Divisions to strengthen the communications function in PA:
a) Identify staffing needs to strengthen the communications function and develop job descriptions that are aligned with PA's outreach & engagement objectives.

b) Compile and maintain an overview of the competencies, training/ experience, and current responsibilities of PA's communications practitioners (staff and volunteers).

c) Organise onboarding programmes to orientate staff and volunteers to their communications roles and responsibilities at their respective units.

  • Assist in the design and development of systems and resources to enhance the operational effectiveness of the communications teams in PA units
a) Assist the team to develop processes, competency frameworks, training roadmaps and performance assessment metrics to strengthen PA's communications function in PA Divisions.
b) Curate resources including best practices, toolkits and templates to guide comms practitioners in PA.
c) Research and source for appropriate learning methodologies, e-learning courseware/platforms and partners who can enhance and accelerate the learning experience of PA staff and volunteers.

  • Support the team to plan and organise learning opportunities to enhance the communications capabilities of PA staff, GRLs and volunteers
a) Work with staff and grassroots leaders to identify their training needs
b) Support the team on developing training roadmaps to equip staff and volunteers with core competencies required for their communications work;
c) Organise courses/workshops, learning events, Community of Practices and other learning opportunities for staff and volunteers.
d) Gather feedback on training content and methods and evaluate the effectiveness of the programmes. Provide post-learning support to learners to help them transfer new skills and knowledge to their workplace.

  • Other duties
a) Effectively utilise and manage operating budgets required for projects
b) Understand and comply with the procurement requirements of projects
c) Prepare reports for update to management and stakeholders
d) Participate in workgroups and perform tasks as assigned


What we are looking for

  • Experience:
Minimum - At least one year in service
Desired - At least two years in service

  • A peopleperson, with interest in people development.
  • Good written, oral and presentation skills
  • Analytical, resourceful with good interpersonal skills
  • Has a pioneering spirit, enjoys troubleshooting issues and working on productive solutions
  • Proficiency in English. Knowledge of a second language (Chinese, Malay, Tamil) will be valuable to the team.
