    [What the role is]

    Singapore is a global bunkering hub, where ships from all over the world load fuel (bunkering). The Standards and Investigation – Marine Fuel (SIMF) department is tasked to promote and strengthen Singapore's reputation as a safe and trusted bunkering port. It also safeguards the integrity and international reputation of the Port of Singapore with regard to bunkering.

The Standards and Investigation – Marine Fuel (SIMF) department is tasked to promote and strengthen Singapore's reputation as a safe and trusted bunkering port. It also safeguards the integrity and international reputation of the Port of Singapore with regard to bunkering.

    You will assist in the formulation and implementation of policies as well as the administration of bunkering-related licences as follows:

  • Conduct of bunker tanker inspections, on board ships in anchorage.
  • Conduct of Bunker Quality Checks – To oversee all matters pertaining to processing of bunker samples, logistical coordination, liaising with fuel testing laboratories as well as follow-up of enforcement actions..
  • Conduct of Acceptance and Verification test of Mass Flow Meter (MFM) – To coordinate matters related to test administrative follow-ups, as well as conduct pipeline checks on bunker tankers prior to commencement of acceptance and verification test.
  • Administration of Bunker Surveyor Management – To conduct pre-course screenings, checks on surveyor's bunker survey declarations as well as discrepancies reported by bunker surveyor
  • Administration of Bunker Dispute Management – To ensure all related bunker documents are in good order and analyse raw data for delivery profile. If required, to process all bunker documents and follow-up with enforcement actions.
  • Assist in organising industry engagements / forums
  • Assist in basic data processing/analysis of fuel testing results
  • Take meeting notes
  • You should possess a Maritime-related diploma, or Certificate of Competency (COC) Marine Engineer Officer Class 5. Relevant sea going experience would be an advantage. You should be a team player with good interpersonal skills and be independent and meticulous with an eye for detail.
  • As this job requires the boarding of bunker tankers out in the anchorage, you should be physically fit and may be required to be on standby after working hours.
  • Well versed with Microsoft Excel to support statistics compilation and analysis
