    YOUR ROLE & RESPONSIBILITIES

    Lead the site and support the management to implement CorporateQSHE guidelines, strategies, and processes, and relevant local regulatoryrequirements including applicable international and industry standards.

    Duties and Responsibilities:

    Brenntag QSHE Strategy, Guidelines and Processes

  • Support the Managing Director by collaborating with corporate and regional QSHE to communicate and ensure Brenntag Corporate QSHE strategy, guidelines and processes are understood and implemented on all sites and providing sound QSHE management advice.
  • Design, develop and execute long and short-term plans for implementation.
  • Ensure the guidelines are adhered to, with understanding and know-how by internal and external stakeholders.
  • Ensure that Brenntag Asia Pacific's QSHE strategy is followed and that it is well communicated and understood by all employees.
  • Develop and prioritize projects/campaigns to close any gaps, identify resources (time, people, costs) to execute these projects, and lead the projects from idea to implementation.
  • Report any QSHE non-conformance, non-compliance and incidents to local Managing Director and APAC QSHE Director.
  • Manage QSHE related non-conformance, non-compliance, and incidents in collaboration with Corporate QSHE Team.
  • Lead, develop and prioritize QSHE programs or related projects from conceptualization to implementation to disposal stages. This includes closing any gaps, implementing the improvement, and identifying resources (time, people, costs) for executions.
  • Take initiatives and proactively work across different functional teams within Brenntag to establish best QSHE practices at all sites.
  • Familiar with ISO 9001, 14001, 45001 standards and Responsible Care codes.
  • Lead a team to prepare and coordinate different types of audits for the certificate accreditations and internal Brenntag site audits/assessments.
  • Manage the QSHE competency within the sites and make competency building plans.
  • Carry out QSHE training and regular communication sessions such as briefing, updates, changes to all stakeholders.
  • Conduct QSHE audit and inspection for 3PL service providers (e.g. warehouse, process site, transporter, etc).
  • Support Commercial Teams with QSHE advisory for new products classified as DG
  • Manage the QSHE performance at all sites through annual goal setting and QSHE objectives.
  • Responsible for leading and developing the QSHE team and managing their work performance.
  • Manage contractor safety performance to achieve zero harm on sites.
  • Actively engage customers and internal corporate staff by taking the lead to coordinate related QSHE matters in visits and meetings.
  • Provide advice on hierarchy of controls and personal protective equipment types to QSHE enquiries.
  • Provide regular review on established system, processes, work practice and culture on QSHE to the site management and corporate team for continuous improvement.
  • 2. Quality Management

    ·Assist in maintaining ISO 9001, ISO 14001, ISO 45001 certifications (as applicable)

    ·Lead ISO audits and re-certifications for sites

    ·Assist with providing monthly reporting related and provide feedback as required

    ·Review, analyze, report and maintain the Job7/Complaints and Misload system

    ·Manage and report all Quality-related non-conformances and investigation

    ·Work with other functions to support data management such as SDS, TDS, COA

    ·Ensure correct storage of goods and services under the Product Stewardship specifications

    ·Understanding of HS code and provide consultation (as required)

    Legal and Compliance

  • Liaison personnel for external interfaces e.g. with government agencies, to ensure licenses, permits, certificates and statutory examinations are maintained and renewed in timely manner. E.g. Emergency Response Plan, Transport, Emergency Response Plan, Hazardous Chemicals, Pressurized vessels, etc.
  • License/Permit/Certificate holder responsible for stipulated duties accordingly e.g. Fire Safety Manager, Hazardous Substances Permit Holder, Workplace Safety and Health officer, etc.
  • Organize, manage and coordinate table-top exercises, drills, exercises for emergency preparedness and response and business continuity plans.
  • Familiar with and support site Safe Management Measures (SMM) to implement safe management measures at all sites.
  • Facilitate and conduct QSHE committee meetings at sites.
  • Familiar with the requirements of bizSAFE level 5 standards and conduct risk assessment and maintain the risk management including Process Hazard Analysis (PHA) for the sites..
  • Organize and coordinate site safety, health & environment inspections e.g. leadership preventive site walks and routine site walks and manage the implementation of preventive and corrective measures.
  • Capable of conducting root cause analysis incident investigation with ALARP recommendations in a formal written report.
  • Experience in Singapore Safety Case regime.
  • Familiar with and implement relevant international and Singapore standards, codes and best practices e.g. API, ASME, IEC, GHS, IMDG, NFPA for all sites.
  • Ensure sites are complied with applicable SHE laws and relevant requirements including identification, evaluation and training QSHE requirements to relevant stakeholders.
  • Responsible for maintaining the SHE Legal Register for all sites.
  • Assertive in compliance matters and responsive to emergency matters.
  • Capable of managing SHE incidents and authority visits.

    YOUR PROFILE

    Job Requirement/ Specification:-

    Education:Minimum a Bachelor degree in Workplace Safety and Health Management / Engineering related.

    Experience:Minimum 10 years/ and above of QSHE working experience.

    Track record of leadership/management experiences.

    Experience in process safety management or safety case.

    Working experience in the oil/gas/chemicals industry an advantage.

    Working experience in distribution and/or logistics an advantage.

    Experience in behavioural based safety, fire safety, hazardous materials and DG management is preferable.

    Others:Adaptable to changes and has passion in QSHE.

    Ability to inspire/influence and spearhead new initiatives and changes.

    Ability to work independently with minimum supervision.

    Good team player.

    Good planning, analytical, and presentation skills.

    Good people management and communication skills.

    Good command in spoken and written English & Mandarin.
