    Roles & Responsibilities

    Overview

    Responsible in overseeing the performance of outsourced maintenance service provider for mechanical and fire safety related services and in functionality as well as serviceability at all times. To audit and monitor the service standard rendered by specialist vendors and outsourced maintenance service provider.     Job Responsibilities

    • Work closely with FM Site Lead, Mechanical Lead and Fire Safety Trade Lead, in building clear scope, expectations and deliverables for the Mechanical and Fire Safety teams as well as planning for specialty training and develop the capabilities of Mechanical and Fire Safety Team members.
    • As a Subject Matter expert to assist the Mechanical and Fire Safety Lead in ensuring team members understands their scope.
    • Work closely with team members, service provider and specialist vendors on system breakdown investigations, inspections, audits, review of maintenance program, etc.
    • To lead / provide support in the investigation of incident/system failure to determine root cause of failure as needed.
    • To participate and support in audits that the hospital subscribes to.
    • Oversee, monitor and manage Mechanical and Fire Safety systems/ services and specialist vendor contracts to ensure timely renewals and contract requirements are fulfilled.
    • Ensure timely renewal of authority licences and permits.
    • Ensure processes are in accordance and compliant with Audit Risk Committee recommendations, NUHS Contract Management, Procurement and Finance Policies and Processes.
    • Be familiar and ensure compliance with SCDF fire codes and/ or SSCP as well as to be up to date with any amendments being in place.
    • To respond and support the maintenance agent and vendors in mitigating and recovery of critical system failure or incident.
    • Work closely with FM Admin team on compilation of contract documents, such as agreement, checklist, warranties, etc.
    • Perform invoice verification against works completed for timely processing of invoices.
    • To ensure repair to reported system fault and breakdown are carried out in a timely manner.
    • To carry out monthly analysis to Mechanical/ Fire Safey systems breakdown and recommend improvement plan as needed.
    • Conduct internal audits to check on non-compliances, identify gaps and follow-ups till closure.
    • Represent Mechanical/ Fire Safety Team as the liaison party on authority matters.
    • Review and update Standard Operating Procedures (SOP) and working instructions as required.
    • Develop and harmonise trade related SOPs, Preventive Maintenance Checklists and working instructions with the cluster institutions for alignment to prevailing Singapore Standards / Code of Practices and/or industry best practices for benchmarking.
    • Plan and oversee Mechanical/ Fire Safety system upgrades/improvements or replacements before their expiration or its end of life through MOHRR or CAPEX funding.
    • Project Manager or render support to Project Managers for improvement works to existing hospital facilities such as renovation and retrofitting, replacement of system infrastructure and improvement initiatives to existing specialized systems and hospital facilities.
    • Prepare Approval To Purchase (ATP) and Approval To Award papers for Preventive Maintenance Contracts and projects.
    • Maintain good documentation (e.g records of all contracts, reports, agreements, checklists) with FM Admin team to ensure full compliance.
    • Keep abreast of technical developments particularly associated with technology in building engineering services and building management and in all aspects of the mechanical, electrical and fire safety disciplines.

    Requirements

    • Bachelor degree / Diploma in Mechanical Engineering or Facilities Management or equivalent.
    • Minimum five (5) years of relevant experience in management of mechanical systems operations. (Note: Minimum 8 years for Diploma Holders).
    • Experience in the operations and replacement of Fire Safety/ Alarm System, Medical Gas/Vacuum System, Lift and Escalator System, Pneumatic Tube System is advantageous.
    • Certificate in Fire Safety Manager/ Fire Safety Officer or WSH.
    • Good interpersonal skills and customer service oriented.
    • Positive work attitude, ability to work with all levels of staffs and strong team player.
