About the Strategy & Governance Unit


The Strategy and Governance (S&G) unit develops the strategies and directions for the organisation, to realise its vision of creating an innovation driven economy and a loveable city by design.


The unit comprises two teams:

  • The Strategic Planning & Futures team is responsible for longterm planning and strategy development. Specific work entails facilitation of annual workplanning, formulation of design masterplan, driving Strategic Futures initiatives, and conducting research and insighting, as required to support Dsg's interests.
  • The Corporate Planning & Governance team is responsible for optimising organisational effectiveness, involving enterprise risk management, knowledge management, data governance, budget planning, impact tracking, and other organisationwide processes. The team also manages and provides secretariat support to Dsg Advisory Board.

Responsibilities
This position reports to the Deputy Executive Director or the Director of Strategy and Governance.

There are three main responsibilities for this role:
Strategic Planning & Futures

  • Work closely with Dsg Senior Management in setting direction, identifying focus areas and prioritising efforts to ensure organisation leadership for the industry, with the aim to develop a robust design ecosystem in Singapore.
  • Support Dsg units by translating strategies into actionable steps or unitspecific workplans, to help refine unitspecific programmes and initiatives.
  • Drive research workstreams within the organisation, both led by S&G and proposed by other units.
  • Lead the management and development of Strategic Planning & Futures initiatives, ranging from partnership development, white papers, strategy reviews, toolkits, workshops and others.
  • Corporate Planning & Governance
  • Lead corporate planning for the organisation, to ensure its governance and optimal operations.
  • Drive Corporate Planning & Governance workstreams within the organisation; including metrics and performance tracking, risk management, data governance with compliance to PDPA, policy development, budgeting, operation frameworks development, process reviews, workplanning session and others.
  • Support Dsg units by managing and optimising processes to support unitspecific programmes and initiatives.
  • Coordinate and liaise with other government agencies and ministries for impact reporting, securing funding and supporting wholeofgovernment workstreams.
  • Manage all matters relating to Dsg Advisory Board.
Team Management

  • As a team manager, you lead budget management and a dynamic team of 35 staff to achieve work targets. Beyond supervision, your leadership will make a significant impact on team success by inspiring collaboration, fostering individual growth, and shaping a positive work environment.

Requirements:


  • Minimum 10 years of working experience in strategic and corporate planning, ideally within government agencies. Experience with research, budgeting, process development, strategic planning methodologies, futures thinking or workplanning facilitation would be an advantage but is not required.
  • At least 5 years of leadership responsibilities, with proven skills in leading projects and project teams
  • A strong passion for design, especially the design and creative ecosystem in Singapore.
  • Strong analytical ability; able to interpret and synthesise data, provide insights, and develop or augment strategies.
  • Inquisitive mind that will challenge latent assumptions, approaches and narratives.
  • Adaptable to constant changes and unstructured systems, but proactive and motivated to strive for improvement within this environment.
  • Skilled in translating complex strategies and thinking downstream to management, colleagues and the broader design industry.
  • Possess critical thinking skills, as well as excellent writing and verbal communication.
  • Possess interpersonal skills to manage and collaborate with multiple stakeholders.
  • Methodical, processoriented, and proactive selfstarter.
