Roles & Responsibilities

Job Description

We are seeking a highly skilled and motivated Project Engineer to join our team. The successful candidate will be responsible for overseeing the end-to-end implementation of Downstream Capex Projects, ensuring successful delivery throughout their entire lifecycle. This role requires strong project management skills, technical expertise, and a commitment to safety and quality.

Responsibilities

Lead the end-to-end implementation of Downstream Capex Projects, from front end development to detailed design, construction, and commissioning.
Employ the Shell Project Management Framework (PMF) and Opportunity Delivery Manual (ODM) to ensure projects are completed on schedule, on budget, and with an impeccable safety record.
Provide regular project updates on cost and timeline performance, emerging risks, and mitigation measures.
Custodian of portfolio project controls, ensuring Front-End Loading (FEL), cost effectiveness indicators (CEI), and timeline to ready-for-startup (RFSU) are in line with global benchmarking tools.
Oversee engineering activities utilizing global EPCM partners, engineering consultancy firms, and local in-house contractors, ensuring compliance with Shell DEPs, international and local standards, and regulations.
Liaise with Contracting & Procurement department to develop contracting strategies, support the project tendering process, and obtain stakeholders' support for the investment proposal.
Adept at cost control and management of portfolio projects, to meet or exceed portfolio costing performance KPIs.
Set expectations for implementation contractors on HSSE, quality, cost, and timeline, fostering long-term partnerships.
Present effective construction methodologies and work plans, instituting contingency plans to ensure minimal disruption to business functions and operations.
Manage project asset capitalization and fulfil Shell's Distribution Global Asset Management Execution (DGAME) processes for proper project handover and financial closure.

Qualifications

Bachelor's degree in engineering or related field.
Minimum 5+ years of experience in project management / engineering, preferably in the Oil & Gas industry.
Strong understanding of project management methodologies and tools.
Excellent communication and leadership skills.
Ability to manage multiple projects simultaneously.
Experience working with engineering partners, contractors, and vendors.
