Duties

:

The Management and Program Analyst performs the following major duties:

  • Functions as an analyst and advisor to OGO management and the regional offices on the administration, assessment of management processes, systems, and functions that drive the efficacy of the VIDA system.
  • Maintains consistent communication with various stakeholders, including endusers to analyze business needs and represent the interests of OGO and other VIDA stakeholders to prioritize system updates and enhancements to support program requirements.
  • Proactively anticipates needs and trends and advise the Business Owner on organizational or management issues related to product management.
  • Participates in planning, organizing, and leading all phases of multifunctional efforts to evaluate plans and proposals for product enhancement, involving broad areas of work processes, operational practices, and integration between various functional areas.
  • Works with the Office of the Chief Information Officer (OCIO) Product Manager, OGO management and other stakeholders to define, coordinate, and prioritize incremental and major releases of VIDA.
  • Works with OCIO and the Product Manager to create, maintain, and prioritize the product backlog, and ensure the backlog stays uptodate based on the evolving needs of the product.
  • Participates in steering committee and leadership meetings as a VIDA Subject Matter Expert (SME).
  • Advocates for VIDA enhancements and represents the interests and opinions of post staff and other assigned business unit needs, challenges, and opportunities related to the VIDA system.
  • Plans for and coordinates change management activities related to VIDA and other OGO program management products.
  • Escalates issues that can't be solved to appropriate queues.
  • Maintains user guides and develops training materials for new releases.

  • You must be a U.S. Citizen.
  • You must be at least 18 years of age.
  • All Federal employees are required to have federal salary payments made by direct deposit to a financial institution of their choosing.

  • You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired originalor certified copies

  • You must successfully complete a background security investigation with favorable adjudication. Failure to successfully meet this requirement will be grounds for employment termination.
  • Prior to employment, and in compliance with statutes 5 USC 3322 and 22 USC 2507b, Peace Corps will conduct a check of Peace Corps records for both Returned Peace Corps Volunteers and former Peace Corps employees.
  • All new employees are required to certify and submit a state of understanding acknowledging adherence to the Peace Corps condition of employment prior to day 1 of employment with the Peace Corps.
  • This position requires a public trust background investigation.
  • This is a bargaining unit position.
  • A oneyear trial period is required.
  • The initial appointment to this position cannot exceed five years.

Specialized Experience at the FP-03

:

To be mínimally qualified for this position at the
FP-03 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression,
FP-04 or
GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.


Specialized experience includes

:


advising an organization's leadership on critical matters in administering a data base or IT program; analyzing business needs to align program support with new organizational requirements; assisting in the development of IT program roadmaps or goals; coordinating testing, training, and documentation efforts around product releases.

Education cannot be substituted for experience at this level.
