    Roles & Responsibilities

    Advise the occupier on the following matters regarding the Environmental, Health, and Safety requirements of the project:

    • Prevention of injury to personnel and damage to equipment and materials, including the application of safety procedures.
    • Further enhancements to existing safe/sound working methods and risk assessments, including those arising from new developments.
    • The provision, suitability, and required standards of protective clothing and safety equipment.
    • The suitability of new and hired plant and equipment and the validity of all appropriate test certificates.
    • Any changes in legislation related to safety, health, and welfare.
    • Monitoring the overall EHS performance of the project, identifying unsafe conditions and procedures, and recommending corrective actions.
    • Recommending to the Project Manager the cessation of work in conditions where work cannot be carried out with due regard to the safety of workers.
    • Responsible for establishing and maintaining all safety and health record-keeping systems and liaising with Statutory Bodies regarding any EHS matters.
    • Acting as Secretary to the EHS Committee.
    • Conducting and compiling daily and monthly EHS reports.
    • Collating data (or summaries) from EHS inspection failures by EHS personnel, MOM & NEA summons/court orders/demerit points, EHS incidents and accidents, etc., to perform data analysis to facilitate problem-solving and continual improvement.
    • Generating corrective and preventive action requests for EHS violations/deviations to the responsible site personnel/sub-contractor and monitoring the effectiveness of undertaken EHS corrective and preventive actions.
    • Administering the site-specific Project QEHS Management System, identifying required changes or updates to this system, if any, to the QEHS and Project Manager; Coordinating with and providing directions to the WSH Coordinator, Safety Supervisor, Lifting Supervisor, Scaffold Supervisor, and Formwork Safety Supervisor, and other EHS personnel on the day-to-day EHS activities of the worksite.
    • Leading the investigation of incidents/accidents on-site and conducting root cause analysis with recommendations for corrective and preventive actions.
    • Enforcing EHS requirements on-site by proposing the imposition of EHS administrative charges to the Project Manager/Corporate EHS department on workers and subcontractors who commit EHS violations.
    • Ensuring all parties comply with the implementation of the Permit-to-work systems and issuing the PTW Reference Number to facilitate work coordination purposes among stakeholders.
    • Being accountable to the Project Manager for the implementation of the site Environmental, Health, and Safety management system.
