• Assist HSE Officer to ensure all employees and contractor comply to the client’s and yard’s safety legislations, rules and regulations to achieve incident-free work environment.

• Ensure safe work practices are carried out in all operations and stop work given where conditions or practices are unsafe.

• Inspection of Confined Space Entry / Gas Checking location prior to Permit to work for confine space before commencing work activities such as cold work, general work activities, etc.

• HSE & Covid-19 Coordination & Management in Project Site

• To instill ownership priority & timely manner at our culture to work safe and achieve higher quality. Utilize the project HSE budget for effective implementation of Client as well as REI Group requirements with standards.

• To support project execution team for HSE document set up, such as Project SOP, Operation Manual, MSRA, ITPs as per IMS requirement.

• To conduct project site internal IMS audit to ensure adherence of Rotary guidelines, IMS requirements, project specific management system plan, local legal requirement and client specific rule & regulations in project operations.
• Work closely with Project Manager and other team members to develop Project Objectives and Targets as well as corresponding management program for site. Implement the management program to achieve the set KPI / targets.

• Assist the Project Team to achieve our Rotary as well as REI Policy, Objectives and Targets with proper implementation of management programs.

• In-charge of overall HSE department at project site and to administer HSE personnel as well as project members with their HSE performances as per the HSE plan. Be the focal point for all HSE matters for the Project.

• To organize site HSE team as well as assigning clear HSE roles and responsibilities to the team members, in consultation with PM as well as Corporate HSE.

• Facilitate the project manager and Corporate HSE to arrange for regular management site walk with necessary follow up actions as well as closure reports.

• Involve in conduct and review of Method Statement, Risk Assessment or Job Safety Analysis as well as Safe Work Procedure. Assist the project team in implementation of Risk Control Measures at Site and evaluate the effectiveness of control measures.

• Monitor and measure overall HSE performance of the project as well as outcomes with necessary reports. Communicate to all the relevant parties for necessary follow up actions and assist the Project Manager to get expected HSE performance.

• Identify and record all the reworks as well as stop works by client as well as Management due to HSE lapses / non compliances. Analyze the root causes and propose the necessary prevention to minimize the loss due to rework / stop work. Communicate to Corporate HSE Manager with necessary reports.

• Develop and implement Covid-19 SMM & environmental control programs in accordance with legal and Client requirements, if any.

• Participate in all Client's HSE programs as well as meetings and communicate to the project team members for their follow up actions and compliances.

• Assist the project manager in developing and delivering training programs as per the pre-planned schedule. Communicate the training schedule and other training records to Corporate regularly.

• Develop and implementation of necessary plans like Lifting Plan, Fall Prevention Plan, Fatigue management plan, etc.,

• Maintain and control all mandatory and other HSE documentation as per Rotary HSE Manual, with proper filing.

• Ensure proper HSE communication and coordination among the project teams by necessary briefings and meetings. Participate in weekly meetings and input HSE with necessary minutes.

• Directs the issuance of Notices of Non-Compliance to contractor/subcontractors found in violation of the HSE rules & regulations. Follows-up to ensure compliance.

• Assist in incident presentation as well as facilitate investigation team and reporting in case of any incidents at Site. Ensure proper communication to all the relevant parties as well as Corporate HSE on incidents as per the Rotary IMS procedure.

• Ensure regular HSE Inspections by all HSE personnel as well as Site personnel & rectify any unsafe practices and conditions at the worksite. Identify preventive measures and recommend to the project management.

• Stop any unsafe work or condition if there is any imminent danger to human life or potential major incident / emergency.

• Ensure project Site machinery / equipment maintenance regime with necessary inspections and service records as well as safety provisions.

• Ensure that all lifting gears, appliances, electrical equipment are inspected monthly and that the register, color coding and records are up to date.

• Responsible & accountable to ensure that all site activities adhere to legal regulations, including Environmental regulations.

• Facilitate all HSE & Covid-19 audits from both internal and external parties.

• Evaluating and reviewing sub-con safety program and procedure on project level.

• Deliver other duties/work scope related to HSE & Covid-19 as assigned by Project Manager and Corporate HSE. 

• Lead to analyses the project training needs across all the levels of workforce including management and propose necessary training programs accordingly. Develop competence enhancement programs.

• Assist in developing project training matrix as per project specific training needs and update in project SOP.

• To monitor and update external & internal training records and overall project training database.

• To providing internal relevant HSE training courses information and courses schedule, further liaising with project teams for training arrangement.

• To have and maintain good daily attendance and punctuality. To notify PM / Corporate HSE at least two days in advance before going on leave for less than three days. In case of three or more days of leave, then to notify at least one week in advance.
