What You'll Be Doing

ICT Security Governance:
- Develop and implement enterprise-wide ICT security programs by:
i. Setting up the cybersecurity governance structure to ensure a strong, resilient, and practical security posture at HDB
ii. Enhancing and updating IT security policies, standards, and procedures to stay current with the ever-changing cybersecurity landscape
iii. Ensuring compliance with GovTech ICT/SS Security Policies, Initiatives, Measures, and relevant Government Instruction Manuals to bolster WOG and HDB ICT security
iv. Administering the Third-Party Management Policy and Procedure
Cybersecurity Awareness Outreach
- Manage and execute the Cybersecurity Awareness Framework to raise IT security awareness, including:
i. Educating HDB management and staff on ICT Security to protect HDB's information assets
ii. Promoting good cyber security practices among staff through various programs like annual security talks, advisories, phishing exercises, and road shows
iii. Stay updated on industry technology and skills to ensure continuous development of ICT Security personnel skills
iv. Utilize various channels for security programs such as cyber range exercises, technical certification, and gamification
Identity & Access Management
- Establishing procedures and standards for Identity and Access management in HDB by:
i. Managing user accounts and privileged access to safeguard ICT assets and systems
ii. Administering access controls to applications on-premises and in the Cloud
iii. Overseeing Digital Certificate Management
Quality Audit and Security Reviews
- Conduct independent quality audits and provide Management with insights and recommendations
- Perform regular security reviews on application systems and infrastructure to ensure HDB's systems are secure and reliable
Stay updated on industry ICT security practices and technologies, emerging threats, and vulnerabilities to recommend controls for better enterprise security
Lead or take part in adopting new technological advances and best practices in infrastructure security to mitigate security risks

What You Need

You should have a solid background in ICT Security, Information Security, Information Technology, Computer Science, Engineering (Computing/Telecommunication), Cybersecurity, and/or Digital Forensic or equivalent.
Minimum of 1 year of relevant full-time ICT security work experience
Preferably, one or more IT security certifications such as CISSP, CRISC, CISM, CISA, CEH, etc
Strong knowledge and experience in information and cybersecurity risks, controls, vulnerability assessment, compliance, and industry IT/cybersecurity best practices

Desirable Skills

Domain knowledge of access control, telecommunications and network security, cloud security, Cybersecurity & information security governance, risk management, software development security, cryptography, security architecture and design, operations security, security incident response and management, business continuity and disaster recovery planning, legal regulations, investigations, compliance, physical (environmental) security
Understanding of IT security principles, IT controls, and industry best practices and frameworks related to IT Controls (IM8, COBIT, ISO27001/2, etc.)
Good grasp of the current IT/Cyber Security landscape

Other Requirements
- Willingness to work beyond regular hours, including weekends when necessary
- Strong interpersonal and communication skills
- Sense of urgency, troubleshooting, and problem-solving abilities with attention to detail
- Proficient in both written and oral English

Successful candidates will initially be offered a 1+1 year contract with the possibility of permanent placement based on performance.
