Responsibilities:

Coordinate, support and advise the project team on all cost and contracts matters including procurement strategy, tendering procedures, bid evaluation, DOA setup, assessment of liquidated damages and extension of time claims, performance bond, warranties, insurance and all other contract administration work
Consultation with Legal on contractual issues
Coordinate with NSS Procurement and NSS Finance on tender calling procedure, payment and Ariba issues
Assist with asset listing
Assessment and verification of consultants' fee claims
Ensure that the project team comply with internal policies and procedures
Track and provide regular reports on project budget and expenditure and cashflow projection
Support the project team in management of contractual issues, progress payments, variation works and settlement of final account
Assist in Yearly Budget Request and FY closing Accruals
Compile data and statistics in relation to building information and projects to Requesting Agencies and Departments
Keep abreast with and advise project team on market trends relating to construction costs, tender indices, value engineering, impact of new/changes in statutory requirements and construction related issues
Support project team in cost studies and budget requests
Assist in the Division's other administrative tasks

Requirements:

Degree in Building, Quantity Surveying or equivalent from a recognized tertiary institution with at least 7 years' work experience in the building or facilities management industry
Proficient with Microsoft Office, such as Excel, Word and PowerPoint
Selfmotivated and positive working attitude
Good oral and written communication and interpersonal skills
Ability to work under pressure due to tight timeline in submissions.
