What the role is

  • The Public Service Commission (PSC) was constituted in 1951 as an independent organ of state to appoint, promote, transfer, dismiss and exercise disciplinary control over public officers. The PSC Secretariat provides secretariat support to the PSC. This includes formulating conduct and discipline policies, to ensure that officers maintain the highest standards of personal conduct and integrity. One significant nonstatutory role of the PSC is the award of PSC scholarships for undergraduate and postgraduate studies. The Secretariat assists in the formulation of scholarship policies, talent attraction and development of PSC scholarship holders as potential future leaders in the Public Service.

What you will be working on

  • In this role, you will be part of the team that formulates policies, rules and standards of conduct/discipline in the Public Service. You will also support and facilitate the PSC's work in ensuring that cases requiring the PSC's independent oversight are processed efficiently and effectively, thereby enhancing confidence and trust in the Public Service.
[Specific Job Responsibilities]

  • Oversee, plan and coordinate all meetings, interviews, engagements, and events pertaining to the Commission.
  • Colead change management plan on the Commission's Applicant Reporting System (ARS), including liaising with vendor to onboard Commission members on the ARS and system issues.
  • Handle all appointment matters in relation to PSC members in accordance with Constitutional procedures i.e. new appointments, renewal, step down.
  • Put up and process papers in relation to the PSC's functions under the Constitution (i.e. select and develop scholarship holders, appoint and promote top talents, maintain discipline and serve as appellate board), including conveyance of PSC's decisions.
  • Coordinate with Ministries on annual visits and updates to the Commission.
  • Manage the Commission's budget and process claims/payment requests and review them for compliance with all approved policies and procedures.
  • Review and streamline processes to ensure more efficient operations.
  • Conduct datadriven reviews independently by collating and analysing data and trends and put forth sound recommendations to streamline policies and processes.

  • Prior experience in HR and secretariat duties in the Public Service would be an advantage.
  • Knowledge of Civil Service budgeting, iBudget and MCPS systems would be an advantage.
