Job Purpose:
Develop, implement and direct preventative maintenance programs, safety programs, and facility building/grounds maintenance programs and other ad hoc activities and initiatives


Educational/Professional Qualification:
Degree/Diploma in any disciplines and/or Professional Diploma


Working Experience/Exposure:


  • At least 5 year of relevant experience in managing a facilities department.
  • Preference will be given to those with dormitory management experience.
  • Possess good leadership qualities and customer service attitude.
  • Possess integrity, "Can Do" attitude
  • Possess good interpersonal, communication and presentation skills
  • Proficient in Microsoft Office

Job Duties and Responsibilities:


  • Develop, implement and direct preventative maintenance programs, safety programs, and facility building/grounds maintenance programs
  • Implement all maintenance and upgrading projects at the facility
  • Conduct system audits and ensure that statutory permits and licences are up todate
  • Manage and evaluate all housekeeping and maintenance duties carried out at the facilities to ensure they remain effective and relevant
  • Plan and set up cost saving measures for all housekeeping and maintenance duties carried out at the facilities to ensure they remain costsustainable
  • Monitor and manage the performance and attendance of personnel deployed (onsite requirement)
  • Disseminate information on residents' movement to the related personnel deployed (onsite requirement)
  • Conduct risk and safety assessment for all housekeeping and maintenance duties at the facility (onsite requirement)
  • Ability to initiate and run tender
  • Support in all other functions necessary to achieve and fulfill department goals
  • Plan, run and support any given activities at short notice

Key Task

  • Review safety reports on compliance and noncompliance with regulatory and organisational Workplace Safety and Health (WSH) policies and practices
  • Review reports on compliance and noncompliance with Environmental Management System (EMS) standards and practices
  • Implement environmental sustainability guidelines according to the organisation's green building strategy
  • Conduct WSH accident, near misses and incident investigations
  • Propose continuous improvement initiatives to improve time, cost and quality management
  • Propose opportunities to use the latest smart facilities management trends or technologies
  • Develop tender specifications
  • Consolidate quotations from third party service providers
  • Develop maintenance contracts and Service Level Agreements (SLA)
  • Propose budget plan
  • Monitor resource availability to support operations
  • Track employee productivity
  • Perform onthejob coaching
  • Implement quality standards and procedures for preventive and corrective maintenance works
  • Establish trust and rapport with users through service standards
  • Analyse maintenance data
  • Submit technical reports and progress reports to the management
  • Project quantity of consumable and nonconsumable items for procurement based on past purchases
  • Evaluate facility operations and retrofitting activities
  • Assess the performance of thirdparty service providers in their service delivery
  • Implement solutions based on incident response procedures
