What the role is

  • The Strategic Planning and Policy Division (SPPD) in the Ministry of Law oversees the ministry's (i) strategic planning process, (ii) transformation efforts, (iii) data governance, policy and standards and data analytics capabilities, and (iv) development and review of policies relating to community legal services. While officers are hired for specific roles within the division at the start, officers also have the opportunity to work in different or multiple sections within the division, taking into consideration the officers' competencies and development needs, as well as the needs of the division.

The Transformation Office coordinates and drives public sector transformation efforts within the Ministry and support transformation efforts in the wider legal ecosystem, in line with WOG initiatives.


Key areas of work include:
(i) Digitalisation - Ensuring that the ministry becomes digital to the core, while serving with a heart.
(ii) Service Delivery - Providing citizen-centric services.
(iii) Workforce and Workplace Transformation - Developing adaptable and future-ready officers supported by a progressive and caring ministry.
(iv) Citizen Engagement - Partnering Singaporeans to co-develop and co-deliver policies and programmes.
(v) Organisation Development and Excellence - Enabling and tracking the ministry's success.


What you will be working on
(i) Developing, solutioning and managing innovative projects together with partner divisions to deliver on intended project outcomes.
(ii) Identifying the biggest opportunities in MinLaw's service delivery experience and streamlining MinLaw's overall customer journey.
(iii) Offering relevant expertise and guidance to project teams, giving inputs into program design, implementation and the post-intervention evaluation process.
(iv) Managing internal projects related to MinLaw's work functions and designing appropriate interventions, taking into account theoretical and evidenced models, as well as other complex factors.
(v) Developing data-driven insights that lead to the creation of compelling, effective communications solutions to a range of stakeholders at all levels within MinLaw.


What we are looking for

  • Possess academic training or equivalent professional qualifications in Math, Statistics, Economics, Marketing, or Social Sciences with quantitative training.
  • Prior work experience in behavioural insights work will be preferred.
  • Stay uptodate on the latest behavioural insights (BI) research and user design trends.
  • Be willing to work with other technical experts to leverage on data and curate ideas that help to drive actionable solutions.
  • Possess strong communication and interpersonal skills to collaborate with crossfunctional, multidisciplinary teams.
  • Be highly selfmotivated and resilient, and a good team player.
Relevant experience in behavioural insight methodologies, research skills, stakeholder management and human-centric process/ programme design, will be an advantage.
