What the role is

As part of the HR team, you will help to drive Strategic Workforce Planning (SWP) for the Ministry of Culture, Community and Youth (MCCY) family agencies.

You will work closely with senior management and divisions to drive MCCY family SWP efforts, manage manpower growth in alignment with the shifts in strategies and operating models as part of Public Sector Transformation.

You will also help reinforce the use of data analytics and a data-driven approach in HR and SWP related work.


What you will be working on

  • Your key responsibilities include:

Workforce Planning and Analysis:
a. Partner stakeholders (statutory boards and HQ divisions) to coordinate SWP efforts, from conceptualisation to implementation.
b.

Identify present and future manpower gaps through data analysis and qualitative research, provide recommendations based on understanding of business models and where applicable, implement solutions to bridge gaps.

These solutions may include resource reallocation, process review, work re-prioritisation, adoption of digitalisation and technology and job redesign.
c. Track and report progress of SWP efforts during senior management meetings.

HR Analytics:
a. Analyse workforce data and develop statistical models to simulate workforce trends to inform decision making.
b. Harmonise reporting of HR indicators across agencies and prepare workforce reports to support management decisions on HR interventions.

Board Appointment:
a. Devise, implement and administer Board processes in line with Public Service guidelines as well as the respective Board Constitutional Act or Company Memorandum and Articles of Association
b.

Work closely with internal and external stakeholders (PSD, statutory boards and HQ divisions) to implement or communicate system and policy revisions taking into consideration operational requirements and constraints.

c. Address feedback and queries from staff and agencies on various board matters from time to time.


What we are looking for

  • At least 2 years of relevant experience in strategic planning, human resources, and project management. Experience in driving SWP projects and/or board management will be an advantage.
  • Experience in business process reengineering and data analytics
  • Proactive, resourceful, versatile and meticulous
  • Work well in teams and also independently
  • Strong analytical, organisation and problemsolving skills
  • Strong interpersonal and collaboration skills, with ability to engage stakeholders across all levels
