What the role is

  • You will be part of the dynamic Capability and Programme Development team that is responsible for the building of workforce competency, under the Centre for Capability and Knowledge, Singapore Environment Institute. Under the guidance of an Assistant Director (AD), you will work with team members and stakeholder departments to identify, prepare, and manage competencies for NEA staff.

What you will be working on

  • You will be responsible for the following:
  • Work with internal and external stakeholders to develop, implement and/or review competency frameworks and job competency matrices.
  • Conduct organisational competency profiling exercises to identify competency gaps and develop appropriate interventions (e.g. an L&D roadmap).
  • Engage departments and facilitate the distillation of critical functional competencies and appropriate proficiency levels from a list of functional competencies for each competency framework.
  • Rationalise competencies across competency frameworks.
  • Undertake learning needs analysis and budget planning with line departments to develop learning plans and programmes.
  • Work with internal stakeholders to track and monitor the implementation of learning plans.
  • Develop comms materials and manage internal learning site to support communication and engagement activities.
  • Assist in data collation, cleaning and analysis to support decisionmaking on the prioritisation of resources and economies of scale.
  • Assist in conducting market scanning and research into emerging trends to update the competency requirements aligned to NEA's and industry's needs.
  • Assist in the presentations, policy papers and briefs to facilitate timely updates to senior management.
  • Perform secretariat duties for various meeting and approval platforms.

What we are looking for

  • Job Requirements:
  • 3 years of relevant experience in a training and development capacity.
  • Practical experience in conducting and implementing competency framework development, learning needs analysis, learner profile analysis, competencybased learning and stakeholder engagement in a dynamic organisation.
  • Enjoy and is able to communicate complex ideas to a diverse audience in logical, simple terms and images (e.g. infographics).
  • Able to perform logical analysis on data and present results in a comprehensive manner.
  • Selfdriven, creative and meticulous.
  • Organised, able to multitask and work within tight deadlines.
  • Outgoing, pleasant personality with a cando spirit.
  • ACTA/ACLP, DACE or similar adult training and education certifications and Public Sector experience would be an advantage.
  • As part of the shortlisting process for this role, you may be required to complete a medical declaration and/or undergo further assessment.
