    Our client is an established investment firm focusing on infrastructure projects across Asia. The role is based in town. The co allows WFH for a couple of days in a week. This is a 6 months contract role (providing maternity coverage) starting in June/ July 24 which can be extended for 1 to2 more months subject to business needs.

    We are seeking a resourceful, personable and highly driven individual with a strong HR business partner background who is able to navigate across multiple stakeholder relationships in a dynamic and collaborative matrix environment. With support from a HR Analyst, this role will play a key role in the entire spectrum of HR activities, delivering the HR programme, policies and activities for all personnel in the Asia office. Key HR activities would include recruitment, compensation and benefits, performance management, employee engagement and relations, and group-level HR initiatives and projects.

    The role covers the Asia office (around 50+ employees) and reports into the Global Head of HR (based in Europe). The co is based in town. WFH 1 day per week will be generally workable. Minimal travel can be expected (on a need-to basis).

    Main Responsibilities

    HR Business Partnership for the Asia office:

    • Engage internal stakeholders to understand the current key business challenges and processes in order to identify proactive HR plans to enable successful achievement of business results
    • Establish and maintain relationships with managers and staff to stay abreast of current and future talent needs and challenges in line with the business/function strategy
    • Partner the business leaders to identify, prioritize, and build organizational capabilities, behaviours, structures, and processes
    • Align on key HR activities and timelines with the global HR function and represent the Asia region in any group-wide HR solutions that may be implemented
    • Provide necessary support/ advice on core processes e.g. the annual performance review, payroll management and leave management according to appropriate timeframe desired level of standards/service
    • Ensure that a complete set of HR policies and procedures are in place as aligned with the Group, covering all aspects of employment by being knowledgeable about local employment laws and policies
    • Provide guidance and daily support to management and staff on HR activities, such as recruitment, performance review, compensation and benefits, training, and employee relations
    • Provide support and guidance to line managers/business leaders on effective people management skills

    Workforce Planning, Recruitment & Onboarding:

    • Partner Leadership in resources mobilization, planning and forecasting for the best deployment of people.
    • Work closely with Finance in developing annual staff headcount and staff cost budget and generate the necessary information for decision making.
    • Partner managers in the preparation of job description, selection of candidates with right competencies and culture fit using effective screening and assessment processes.
    • Strengthen current non-discriminatory recruitment and placement programs in the areas of recruitment, advertising, postings, screenings, interviewing and orientation
    • Ensure all conflicts and pre-employment checks are completed
    • Facilitate the onboarding process for new joiners and ensure that new hires are aware of relevant HR programs and processes and use them when appropriate
    • Manage staff retirement and re-employment, and ensure staff and managers understand the process and execute procedures within Company guidelines and local regulations

    Performance Management and Payroll review (2nd level review) :

    • In conjunction with Group HR, manage the Performance Review process (year-end and mid-year), ensuring all activities are completed effectively within the timeline for the Asia region
    • Guide managers in understanding and implementing effective performance reviews and communication for their team members
    • Work with managers on managing performance issues
    • Partner Leadership in the evaluation and calibration of performance results

    Compensation And Benefits:

    • In consultation with HQ and Asia Leadership, build/implement effective and consistent compensation schemes and benefits policies according to market trends on regular basis, including working with managers in the communication of changes for optimal impact
    • Monitor the effectiveness of the compensation and benefit programme for the Asia office, identifying room for improvement where appropriate
    • Perform second-level review of payroll reports and yearly tax filing/adhoc tax clearance submissions
    • Conduct job evaluation and propose relevant compensation for new hires/promotions/change in roles in terms of job grade
    • Co-lead the Annual Compensation Review process where necessary

    Corporate Support:

    • Contribute to group-level HR initiatives and participate as the lead to drive select activities on behalf of the Global HR team for the group

    Essential Criteria

    Experience:

    • At least 10 years of experience in HR Business Partnering gained in a medium sized MNC environment (of around 50 to 60 employees) with matrix structure;
    • Demonstrated experience in the various HR functional areas, especially organization development, change management, and employee relations.
    • Prior experience managing business /headcount resourcing planning (and furnishing info to finance) and performing re-orgnisation activities will be useful.
    • Has good people skills and is hands-on in approach
    • Familiarity with development finance/infrastructure development/investment / professional service sector will also be useful but this is not a must
    • Keen to learn with a good work attitude
    • Responsible, adaptable and committed with good level of initiative
    • Quick and keen to learn
    • Able to commit to a 6 months contract assignment starting from June/ July 2024.

    Skills:

    • A Bachelor's degree in HRM or equivalent qualification in related fields;
    • An understanding of the employment laws in Singapore. Some knowledge across South Asia/ Southeast Asia is advantageous but not a must.
    • Demonstrated ability to communicate effectively and efficiently, both written and verbal;
    • Demonstrated ability to be hands-on; able to multitask effectively and perform under pressure and tight deadlines;
    • Make decisions/consult stakeholders where appropriate to effectively incorporate global and matrix context of the organisation and support necessary collaboration across organization and regions;
    • Strong appreciation and passion for the Group's mandate, with a strong work ethics and desire to work in a fast-paced and dynamic environment.

    • The role offers a flexi work arrangement (work from home for a day or two per week is allowed subject to work demands)
    • The co funds development activities to realise socially responsible and commercially viable infrastructures.
