Role Overview
  • Leading a team of technical officers at the Equipment Maintenance Branch (EMB) in the Specialised Systems domain to develop specifications and collect maintainability data for a variety of operational equipment used by the Singapore Civil Defence Force (SCDF). The main goal is to ensure the equipment's operational readiness and availability to support ongoing SCDF operations.

Responsibilities
  • The chosen candidate will be tasked with:
a. Supporting the Head of EMB in incorporating supportability requirements for new capabilities during the Front-End Planning phase.
b. Guiding the EMB team in utilizing Data Analytics to identify effective data capture methods for key data points related to Reliability, Availability & Maintainability (RAM).
c. Representing EMB at the Platform Systems Ops Centre to ensure accurate and updated data presentation at both Dashboard and Equipment levels for specified SCDF equipment.
d. Enhancing the skills of EMB staff by offering guidance on data-related issues and identifying relevant training opportunities.
e. Assessing Life-Cycle Planning strategies for all equipment acquisition projects.
f. Reviewing technical specifications for maintenance scope of work and evaluation reports for maintenance services, and if needed, preparing such documents personally.
g. Verifying Maintenance Support Concept and supportability arrangements for equipment in operational use.
h. Reviewing engineering investigation reports.
i. Providing RAM status reports to HTX and SCDF Management.
j. Acting as Head EMB in the absence of the superior.

Requirements
  • The ideal candidate should have/be:
a. Tertiary qualifications in Mechanical/ Mechatronics/ Materials Engineering or equivalent.
b. Minimum of 3 years' experience in at least 2 of the following areas:
  • Life Cycle Management for equipment projects/systems
  • Maintenance management
  • Government procurement and contract management
c. Additional experience in:
  • Utilization of SAP Enterprise software
  • Data and Analytics-driven maintenance
  • Workshop management
  • Workplace Safety and BizSafe processes
d. Demonstrated sense of responsibility, positive work ethic, and initiative.
e. Strong multitasking abilities, a proactive team player with excellent interpersonal skills.
f. Good organizational skills, attention to detail, organized, and resourceful.
g. Excellent written and verbal communication skills.

All newly hired individuals will initially be on a two-year contract and may be considered for permanent tenure based on performance evaluation.

During the selection process, candidates may need to complete a medical declaration and/or undergo further assessments.
