  • OtherThis role supports the HOD to lead the development of new strategies and care models to better meet the emerging needs and new trends for community care, specifically in mental health (mood and psychiatric disorders) and youth population; as well as lead the implementation and evaluation of new youth pilot programmes, and contribute to the revision of the Community Mental Health (CMH) Masterplan.

Key Accountabilities

  • Manage the development of new strategies and care models to better meet the emerging needs and new trends for community care, specifically in mental health (mood and psychiatric disorders) and youth population.
  • Guide the mental health and youth clinical team to conduct research and horizon scanning to identify emerging trends, service gaps, and project needs.
  • Lead in the conceptualization, planning, implementation and evaluation of new delivery models and enablers to meet the emerging needs such as young adult/youth, postpartum mothers, and caregivers, in collaboration with stakeholders and industry players towards population health approach.
  • Lead the team in the engagement of stakeholders and funders to collaborate, develop and pilot on new initiatives that meet the emerging needs and new trends.
  • Manage the clinical team who will provide clinical inputs to Ministries/agencies and other Divisions/teams for the purpose of policy review, service planning and resource / capability development.
  • Lead in the review and improvement of existing programmes and process, to improve support for persons with mental health needs and their caregivers.
  • Identify opportunities in programme or process improvement (including assessment tools) in existing nonmental health touchpoints, and drive discussions for pilot collaborations, so that mental health needs can be holistically addressed.
  • Oversee the development of pilots or initiatives that improves support for persons with mental health needs and/or their caregivers.
  • Lead the team in the implementation of the Mental Health Competency Framework for programmes funded under the CMH Masterplan.
  • Lead the implementation and evaluation of new youth pilot programmes, and contribute to the revision of the CMH Masterplan.
  • Manage the youth mental health team in the engagement with key stakeholders to develop client care processes across the health, social and educational sectors.
  • Identify and lead in the engagement with stakeholders to collaborate on new pilots or initiatives that improves CMH care for youth.
  • Drive the implementation and review of youth centric outreach and intervention initiatives and care models (including capability development) for youths with mental health needs.

Job Requirements:


  • Bachelor's Degree in healthcare related discipline, with preference for mental health qualification.
  • At least 10 years' experience in healthcare or community care sectors with 3 years' management experience.
  • Prior experience in mental health and / or youth would be an advantage.
  • Experience in programme implementation and evaluation is desirable.
  • Possess a high level of adaptability and learning agility in a dynamic environment.
  • Experienced in working with diverse groups of people in an organisation.
  • Innovative, able to conceptualize and develop programmes.
  • Possess strong organizational skills in communication, time management, analytics and problemsolving.
