What the role is:


To support the development of arts in Singapore, NAC provides subsidised spaces at NAC arts centres to artists and arts groups, and concurrently unlock other spaces by working with public and private space owners to facilitate arts access to cater to different needs.


You will be part of the Infrastructure Planning & Development team which manages NAC's portfolio of arts spaces that are leased to artists / arts groups, or as facilities for hire to support different needs such as for presentation, rehearsals or projects.


With strong fundamentals in public sector procurement and stakeholder management, you will support the team members of the department in all development project matters.

This includes the conception of development brief based on the department workplan, budgetary submission for approval, review of multi-disciplinary consultancy service tender requirements, working with VITAL for GeBiz publication and award.

You will also provide advice to the team members on procurement matters to ensure compliance with procurement policy and procedures.


What you will be working on:

(1) Development Planning

  • Responsible for strategic upstream development planning, with hands on experience in seeing through the life cycle of project implementation, variations management and project account closure.
  • Have good project management oversight, adept in stakeholders' engagements and have strong analytical, communication and presentation skills.
  • Play a key role working with consultants and users to develop comprehensive project requirements brief, including the coordination of technology and digital requirement for the arts centres to create multisensorial possibilities for art creation, presentation and audience engagement; as well as catering for green sustainability and building wellness.

(2) Project Oversight

  • Ensure management of projects comply to tender requirements and conditions; highly disciplined and well organised in project records handling.
  • Uphold good contract documentations and take pride to manage the project to be on target and on budget; exercise good discretion to redflag issues for escalation in a timely and proactive manner.
  • Ensure proper project risk management and ensure rigour of internal control when exercising cost payment review, requests for variations, perform review for payment claims, and proper reconciliations of variations budgetary approval and final claims assessment.
  • Ensure approval and sound payment process discipline that would satisfy the requisite standards of compliance as set out in instruction manual (IM) and public sector standard conditions of contract (PSSCOC), and other relevant Act pertinent to development projects.

(3) Procurement and Budget Management

  • Keep track of the latest developments in IM and construction procurement related circulars to ensure the SOPs are kept updated and where they are gaps, to proactively recommend new improvements.
  • Responsible to put up for all procurement and contract management as project owner working in collaboration with various consultants.
  • Ensure good oversight and coordination for timely budget approvals, monitor project progress and where necessary to exercise interventions on prompt basis; take responsibility to ensure payment timeliness.

What we are looking for:


  • Tertiary qualification in Project & Facilities Management or Building or its equivalent field, or other constructionrelated discipline.
  • At least 5 years of relevant working experience in development projects planning and execution.
  • Having work experience with consultants and project development team in public sector development projects would be advantageous.
  • Understand and worked on technology and digital solutions for infrastructure development.
  • Well versed in public sector procurement, instruction manual (IM), and public sector standard conditions of contract (PSSCOC) with handson experience.
  • Good interpersonal skills in managing different stakeholder groups, speaks with confidence and possess good presentation skills.
  • Strong analytical, organising and planning skills, ability to plan ahead and work independently, ensure timely implementation to achieve desired outcome.
  • Meticulous, highly organised, selfmotivated, a good team player and comfortable in working in small team setting.
  • An interest in the arts will be advantageous as well.
