What the role is

To drive PA as a datadriven organisation where everyone can transform data into intelligence. You would lead a team to design and develop data products so as to support PA's planning and operations.

What you will be working on

Lead a team to plan, engage stakeholders, develop and implement data products (e.g. dashboards/charts, data listing and analytical solutions) to support PA planning and operations.
Supervise the design and development of data products by leveraging tools for data analytics (e.g. Python, R), visualisation (e.g. Tableau/Qlikview) and mapping (e.g. GIS) and by drawing datasets from central database.
Advise business users on the use of data products and guide them in the relevant concepts and skillsets.
Review and identify relevant data that can help to achieve PA goals, such as analysis to inform policy making and operation, and support process streamlining.
Lead the team to develop and deploy analytics programs, machine learning, and statistical methods, eg processing unstructured data collected for automated decisionmaking.
Serve as an internal consultant to PA senior management on data engineering best practices, this includes:

a. Design the automation of processes for the data access and data refresh.

b. Advise on the design and build of systems for the efficient collecting, storing, and analysing data at large scale

Develop data competencies across PA to achieve a datadriven culture, via workshops and codevelopment of data products, this includes:

b. Align PA to overall Government, e.g., GovTech prescribed data competencies.

What we are looking for

More than ten years of working experience in data mining and analytics and conducting statistical analysis, including geodata analytics, with 3 years in the supervisory position.
Strong leadership in leading a team to complete assigned projects with strong communication skills in engaging stakeholders.
Strong competency in building dashboard for planning and operations.
Strong knowledge and experience in data management/governance.
Creative and innovative in solving problems and good communications skills.
