Description
Duties and Responsibilites:
- The Commissioning Project Engineer is overall responsible for managing all Commissioning Support services, including issuance of Procedures, specifications, preparation of Commissioning Plan, and expediting.
- Responsible to work with planner & prepare Commissioning Execution schedule in consultation Commissioning leads.
- Responsible to develop required specification and Coordinate for set up of contract for Integrity Leak test / Oil flushing services, Technician Manpower supply, temporaries (Load Bank, Temp Generators etc) required for Commissioning support etc.
- Responsible to work with Supplier call out Coordinator & prepare Supplier call out plan in consultation with Commissioning leads. Responsible to coordinate with Commissioning leads to prepare list and procure Commissioning temporary materials and test equipment's / tools.
- Overall responsible to manage the commissioning Support services team to support Supplier mobilization, material procurement, commissioning schedule update etc
- Assist in preparation of commissioning schedule and manpower estimates.
- Development of commissioning progress reporting and measurement formats including KPI measurement.
- Project reporting on ongoing status of commissioning deliverables and overall commissioning progress.
- Interaction with multidiscipline team members to determine areas of concern and focus.
- Assist in preparation of commissioning deliverables as required (e.g.)
- Systems, subsystems boundary drawings using software tools (bluebeam)
- Systems, subsystems list
- Systems interdependency network
- Preparation of key project commissioning documents (e.g.)
- Lube oil schedule
- Commissioning spares schedule
- Consumables & bulk materials schedule
- Coordination of vendor and 3rd party call out plans.
- Participate in the ongoing development and populating of the mechanical completion (MC) database.
- Assist in preparation of MC and commissioning dossiers for review and signoff.
- Support in developing project deliverables as per project & client requirements.
- Carry forward the COMPANY HSEQ policies / requirements to the team and meet overall HSEQ objectives in all projects / feedback results to corporate HSEQ team.
- Participate in Project meetings.
- Perform duties as per directives of reporting authority.
- Day to day Planning of work, manage schedule & targets of the project as required.
- Coordinate with engineering disciplines to obtain missing details, documents, clarifications, and to close out any technical queries related to commissioning.
- Lead the commissioning feedback requirements to/from various site construction teams
- Willingness to work and train others in a team environment, assisting other multi cultural and interdepartmental team members.
- Ability to problem solve with or without the guidance of senior leadership.
- Ability to set priorities and meet deadlines.
- Report development requirements of engineers / office facilities. Give feedback to reporting authority for improvements as required.
Qualifications:
- Bachelor's in suitable Engineering discipline with 5 to 10 years work experience with minimum of 5 years work experience in onshore/offshore Oil & Gas area or FPSO line(s). Also Diploma in Engineering with 10 years work experience (making the equivalent to degree) can also be considered
- Have proven project engineering experience with the integration, commissioning, and startup of major greenfield oil & gas projects, preferably FPSO's.
- Experience with complex module construction and commissioning across various geographical locations.
- Work experience within strict regulatory environments, particularly the Brazilian regime
- High safety awareness is mandatory.
- Experience with large construction projects systems completions approach.
- Familiar in use of Software, Database systems related to System Completion, Project Management (MS Project / P6) and General computer literacy (MS office).
- Shows evidence of good Organizing / Management skills.
- Demonstrate ability to take lead.
- Good communication skills.
- Commitment to take responsibility.
- Ability to work independently.
