What the role is

  • The Early Childhood Development Agency (ECDA) serves as the regulatory and developmental authority for the early childhood (EC) sector in Singapore, overseeing key aspects of children's development below the age of 7, across both kindergartens and childcare centres. ECDA is an autonomous agency jointly overseen by the Ministry of Education (MOE) and the Ministry of Social and Family Development (MSF), and is hosted under the Ministry of Social and Family Development.

The Corporate Development and Services (CDS) Division enables a strong ECDA to ensure a good start for every child, through its Finance, Information Services and Workplace Development functions.

As a key member of the Workplace Development (WD) team under CDS, you will drive HR and staff engagement initiatives that build a Happy, Innovative and Purposeful (H.I.P) ECDA.


What you will be working on

  • Your key responsibilities in the Workplace Development team are:
  • Manpower Management
a) Develop ECDA's HR strategy
b) Manage and consolidate ECDA's manpower needs and movement including for temporary staff and interns
c) Support training matters and training roadmap development
d) Promote employee career progression and skills development
e) Onboard new staff (logistics, admin, first-day orientation)

  • Employee Experience and Engagement
a) Propose and implement staff engagement initiatives and activities
b) Conceptualise and design internal announcements and communications pertaining to HR and admin/welfare matters
c) Plan staff welfare and celebrations
d) Assist with HR-related staff queries, requests, and issues
e) Support the administration of employee engagement surveys and related follow-up activities such as facilitation of focus groups

  • Other duties
a) Coordinate with ECDA Divisions to support ECDA's strategic and corporate planning process
b) Support the team's organisational development and change management efforts


What we are looking for

  • Tertiary qualification, professional qualifications, or relevant work experience in Human Resource would be advantageous.
  • Peopleoriented, meticulous, analytical, and motivated.
  • Resourceful and able to work both independently and as a team.
  • Good written and verbal communication skills.
  • Proficiency in MS office and design software such as Canva would be beneficial.
