The Category Manager/Specialist is part of the International Procurement team supporting the Manufacturing Business.

This role reports to the Regional Procurement/Category Manager and is responsible for the development and execution of in-country category strategies, sourcing, negotiations, and commercial evaluations for our Singapore Joint Venture Refinery and New Energies initiatives/projects.


The Category Manager/Specialist will drive cost management initiatives, manage strategic sourcing efforts, lead negotiations, deliver supplier relationship management approaches to improve commercial and operational performance, and supports benchmarking activities to deliver leading performance.

The role will require close collaboration and positive relationship building with senior management of the Joint Venture Refinery, internal business stakeholders, local Procurement teams and external vendors to deliver key strategies for sustainable growth, and ensure category management principles, strategies, and processes are applied to maximize value to Chevron.


Responsibilities for this position may include but are not limited to:

Procurement Roles

  • Identify new opportunities, develop business cases, and drive changes.
  • Plans, coordinates, and develops category and contracting plans.
  • Carry out market assessments, cost models, benchmarking, total cost of ownership models, etc.
  • Provides strategic and business alignment direction to Refinery Procurement team on category, sourcing and contracting strategies, negotiation, and supplier management.
  • Works collaboratively as a business partner to develops procurement strategies to execute sustainable cost savings for the business using strategic sourcing and category management processes and ensure that strategic sourcing principles are consistently used to drive best practices, and more importantly to ensure that the procurement strategy is aligned with Business objectives.
  • Works collaboratively as a business partner to develop mechanism and metrics to hold suppliers accountable for performance and delivery.
  • Works closely with suppliers and technical stakeholders to glean new ideas, technical processes and facilitate the introduction of new technology into the facilities.
  • Understanding of the needs and expectations of Reliability, Operations, Maintenance & Capital projects stakeholders and to interpret and transpose them into complementary supply base strategies that enhances cost effectiveness and resilience.

Advisory Roles

  • Provide functional guidance on Procurement processes and controls to the Refinery Procurement Manager. This includes identifying opportunities to drive improvements in processes, efficiencies, and controls.
  • Support and assist the rollout/implementation of procurement strategies, processes, standards, and guidelines.
  • Acts as a procurement advisor to the Refinery Procurement Manager and team by providing category guidance and implementation of global & regional initiatives at a localized level and provide functional guidance to business stakeholders when required.
  • Regular engagement with Chevron and Refinery stakeholders to review project plans and drive the quality of the service delivery and suppliers' performance.
  • Coordinate with internal stakeholders on legal, risk, and tax related issues.

New Energies Roles

  • Support/Coordinate the endtoend strategy development and execution of contracting and procurement needs for the Refinery's New Energies projects, which involves complex sourcing, procurement, negotiation, supplier assessment, claims management, contract formulation, and supplier and contract management.
  • Support the Refinery's New Energies projects (e.g., CCUS, Hydrogen, Sustainable Fuel). The Refinery's New Energies project owners/sponsors will provide primary work direction.
  • The Refinery's New Energies projects span a range of development maturity, from technology trials/pilots to demonstration and full value chain projects, which may involve engineering, fabrication, construction, and commissioning of complex facilities.
  • Leverage extensive experience and supply chain acumen along with project planning, execution skills and experience to anticipate customer demands, mitigate risk, and proactively ensure security of supply with new and existing contractors, suppliers, and technology providers in a very tight and fastpaced market.

Required Qualifications

  • Bachelor's Degree, preferably in Engineering or Procurement/Supply Chain Management related fields.
  • At least 58 years' experience in Procurement/Category Management with the Oil & Gas, Pharmaceutical, Chemical industries, or other related Businesses. Procurement experience in a plant environment (i.e., terminal, refinery, etc.) will be a plus.
