    Summary

    This position is located in the Financial Services Center (FSC) in the Procurement Support Section in the Business Office. Incumbent serves as an Acquisition Manager overseeing highly complex enterprise level procurement projects, responsible for the analysis and evaluation of FC Procurement initiatives and the initiation, development, and recommendation of contracting approaches, policies, procedures, guidance, and control of procurement activities from an acquisition standpoint.

    Physical Demands : Work is sedentary and is performed for the most part while seated comfortably at ta desk or table. Some physical exertions include standing, walking, and lifting. Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

    Major Duties:
  • Provides contract management and oversight for complex organizational requirements to include surveillance of contractor performance, acceptance of deliverables, and certifying invoices.
  • Develops acquisition documentation including pre-award Performance Work Statement (PWS) and Independent Government Cost Estimate (IGCE) as well as post award modification packages for optional task/option year execution.
  • Review invoices, coordinate technical concurrence, and provide analytical results for cost burn rate projections.
  • Collaborates with technical POCs, managers, and designated contracting officers on acquisitions as they relate to federal government projects.
  • Utilizes analytical techniques and creates reports with data sorting capabilities such as pivot table structures.
  • Adapts analytical techniques and evaluation criteria to measure and/or improve program effectiveness, organization productivity, and recognize potential effects of budgetary actions on program viability and attainment of program objectives.
  • Monitor budget allocation and execution to ensure operating program objectives are met.
